FIN 320 appraisals · BC private-sale vehicles

Pay PST on what your vehicle is really worth.

When you register a privately bought vehicle, ICBC collects PST on the higher of your purchase price or the Canadian Black Book average wholesale value. If high kilometres, damage or mechanical problems make your vehicle worth less, a signed FIN 320 Motor Vehicle Appraisal can lower the value you're taxed on.

  • Signed FIN 320 form, ready for ICBC
  • 100% online, no inspection appointment
  • $70, flat fee
  • Works before or after you register

Two ways to use it

Haven't registered yet? Already paid? Both work.

Before registering

Bring your FIN 320 to ICBC

Get your FIN 320 appraisal first, then take it to any Autoplan broker when you register and insure the vehicle. PST is worked out on the appraised value (or your purchase price, if that's higher) right then.

  • Pay the lower PST right away
  • No refund forms to fill in

Claim back the extra PST

Already registered and paid PST on the Black Book value? We send you the FIN 320 and the FIN 355/MV refund application. Sign and send both to the province within 30 days of registering, and they refund the difference.

  • Register now, sort out PST later
  • FIN 355/MV refund form included

How much PST will you save?

Enter the Black Book value on your ICBC estimate and what you paid. This shows the most you could save with a FIN 320 appraisal. Tax is never charged on less than your purchase price, and the appraised value depends on the vehicle's real condition.

Is it worth it?

An appraisal usually helps when your vehicle has

High kilometres

Well above average for its age. Black Book's average wholesale value assumes average kilometres.

Mechanical problems

Engine, transmission, warning lights, or repairs a mechanic has quoted.

Body damage or rust

Dents, scrapes, cracked glass, rust on rockers or wheel wells.

Accident history

Previous claims, a rebuilt status, or frame repairs that lower resale value.

Worn interior

Tears, stains, smells, broken trim or controls that don't work.

Tires or brakes due

Upcoming maintenance a buyer would subtract from the price.

If you paid Black Book value or more, an appraisal won't lower your PST. Save your money.

Common questions

Quick answers

What is a FIN 320?

The FIN 320 is BC's official Motor Vehicle Appraisal form for PST. It must be completed by a registered dealer or a professional appraiser, and it's what we send you. More about the FIN 320.

Is this allowed?

Yes. BC's PST rules allow a vehicle appraisal from a registered dealer or a professional appraiser. If the appraised value and your purchase price are both below the Black Book average wholesale value, PST is charged on the higher of those two.

Do I need to bring the vehicle anywhere?

No. Everything is done from your details and photos. We may ask for more photos if we need them.

I already registered. Is it too late?

Usually not. You can apply for a refund within 30 days of registering. See After registering.
